Changing the default option to the max value
allows customers to dynamically define additional CP-owned volumes without
advance planning or requiring a CP IPL. The cost of memory to store control
blocks is so minimal on the base platform for z/VM that it no longer makes
sense to use minimal allocations as defaults.
