Different AOR CICS' should
be able to balance telnet calls with a product like CICSPLEX. It is possible to accomplish this with
hardware balancing through a firewall that sends to two different CICS',
however, if a CICS is down, the hardware continues to send the telent request
to the "downed" CICS.
CICSPLEX in a z/VSE environment would reroute the request to the active
CICS.
