Increased security
requirements now commonly required secure erase of tape media. A CCW exists to
perform the operation, but there is no tool available to invoke it without
writing custom assembler. Add an option to the TAPE command to invoke this CCW
on a desired device.

Security requirements are dramatically
increased, esp when dealing with PCI data. We must have a way to perform a
reliable DSE on media as part of the base system.

Desired function is similar to TAPE WTM. Would
make sense to add it as a new TAPE operand.
