The ability to register a command or statement will provide a simple and consistent interface for the introduction of new commands and statements.  In addition, the supporting functionality will permit the implementor to detect and handle cross-product interactions.

The implementation should include the ability to register, deregister, enable, disable, and query command and statement registrations.

We will implement commands and statements using the existing interfaces.  However, the implementation will be more time-consuming, costly, and will lack the ability to readily detect cross-product interactions.
