A new class of DTFxx control blocks capable of residing above the 16Mb line should be provided.  This class of DTFxx control blocks should mirror, but not replace, the existing DTFxx control blocks.

24-bit storage constraint problems continue to plague the z/VSE platform.  Support for 31-bit DTFxx control blocks will mitigate the problem.
