Even though EXEC SQL DECLARE
CURSOR is not an executable statement it is currently required to be in the
PROCEDURE DIVISION. This statement
should be allowed to be defined above the PROCEDURE DIVISION. Additionally, allow EXEC SQL statements
outside of the PROCEDURE DIVISION to start in column 8 (section A) instead of
requiring them to start in column 12 or later (section B).
