Off platform servers support BIGINT (double-word) datatypes, for numbers up to 9,223,372,036,854,775,807 (19 digits), but DB2/VSE supports COMP/BINARY fields only up to a fullword (PIC S9(8)).  Specifically, allow USAGE COMP/BINARY up to PIC S9(18)  Note, this is already supported by COBOL/VSE.
