Without manual setup,
terminating a RSCS link at VM shutdown by simply forcing RSCS will cause
problems restarting communications with z/OS or MVS systems. Enabling GCS group
controller machines and RSCS to register for SIGNAL SHUTDOWN would allow a
controlled shutdown of GCS-based subsystems, ensuring that the systems were
terminated as cleanly as possible.

automation, and corrects perception problem with VM being
"unreliable".
