When a job creates a
multi-volume file on tape, the first tapes are unloaded. Only the last volume is left mounted. For a VSAM file reorg, the system cannot
access the first volumes to reload the file in an unattended environment. VTAPE is not a realistic option for LARGE VSAM files that span 3390
volumes.

One could reorganize LARGE VSAM files (while no
one is using the system) increasing availability of those datasets at other
times.

An option for a job to temporarily bypass EOV
processing that unloads tapes for that job to just rewind to load point would
allow continued unattended operations on critical reorganizaions is a way to
solve this with the admitted problem that of limiting tape drive availability.
