Right now it is not allowed to issue the LIOCS-macros(other than OPEN and CLOSE) in 31-bit-mode.  This restriction makes it really hard to access files.  Not only does one have to have the control-blocks in storage below the line, but also the code must reside below the line.  This could be fixed with clue-routines as IBM documents in the various places.

MVS has long enabled this function and it is apparently possbile to support it in LIOCS, and thus not force every user to recode I/O-logic below the line.

Rework all LIOCS-Macros to remove the check for current AMODE.
