Mount CCW currently allows a program to issue a mount
command to a fake tape drive. It only allows the program to specify the
filename or OFFLINE. It should also allow some (or all) of the option string. I
need the options nonewtape or nooldtape.

Currently I must access both a fake tape drive
and a special 3270 device to mount a scratch tape. The job would be shorter if
I only needed the fake tape drive. Commands issued thru the special 3270 device
need to use the real address of the tape device. When running under VM, all
other VSE commands (including mount ccw) refer to the virtual address of the
tape device. This can lead to confusion.

Continue taking a chance of overwriting a good
fake tape by a scratch tape. Require that a fake tape device must always be
attached to the same virtual address. This eliminates using the VM feature that
a real address is not tied to a virtual address.
