We require a valid user/agency code to be
specified in the USER= field of the Power Job Card. A Power Jobexit validates the data in the USER= field, and also
feeds into our internal billing system.
If not present, the job is flushed.
To run Navigator submitted jobs, the Power Jobexit must be disabled,
which disables all validation of the USER= field.
