would be able to find the separator pages more quickly if they were always
oriented the same way. Less lost output and fewer reprints.

Add a SET
Separator Inserts to define the inserts used when printing the separator
page(s). It could be either globally or by printer or in every script depending
on which is easier for IBM and CSI to implement.
