The problems that are possible with non unique volids are too many to not limit them

make it very hard (read almost impossible i.e by only allowing certain programs or only certain accessmethods) to have non unique volids in the system.

I have no idea- but if we do not vote the supplier of VSE will have no idea of what we think.
