By requiring values witin the DISP= keyword makes PROCs more complicated
Example:  AFILE PROC

// DLBL &DDNAME,'A.FILE',,VSAM,CAT=ACAT,DISP=(DISP1,DISP2,DISP3)
This will cause problems if DISP3 is not specified or if both DISP2 and DISP3 is not specified or if none of the DISPn keywords are specified.  This makes the logic more complicated
