In shops where applications
are built around something other than CICS (e.g. CA-IDMS), CICS becomes a
non-necessary entity for anything but VSE maintenance and, if that's all you
use it for, you don’t have to pay for it.
Access to other things like online DITTO, LIBR, CA's 'CUI' interface,
would be a plus for something like GSS.

DITTO if all your development is done elsewhere (e.g. FAQS)

allow things such as IESDITTO to function under CA-GSS without need for CICS
