Enhance the startup of the Online Resource Adapter (ORA) to eliminate the use of the CRLP device.  A PLT startup method is much preferred.

Configuring the CRLP device is clumsy and cumbersome (adding entries requires resubmitting the CICS startup job).  Also, the CRLP method requires a CICS cold start under CICS/TS.

Provide an assembleable module that can be executed at PLT time or a configuration screen and file that a PLT module reads.  The PLT method should be used for startup and shutdown.

Starting the ORA will require a CICS cold start, which is undesirable.
