Currently, L281I returns: SUBLIBRARY lib.sublib CANNOT BE DELETED OR RENAMED BECAUSE IT IS NOT UNIQUELY ASSIGNED

We need an indication of where else the lib.sublib is LIBDEF'd, causing the problem. Before running the job, we go through and drop all known chains for the lib.sublib we are going to delete or rename. As a VM/VSE shop we also drop other guest machines, if necessary.

A time consuming manual search has to be done in order to track down the machine and partition that has the lib.sublib in it's active search chain. Very often, nothing shows up (via LIBLIST) in any search chains, but the message indicates otherwise. It would be very helpful for the message to indicate where else LIBR 'thinks' the lib.sublib is assigned. We could then resolve the problem faster.

This is sometimes a task (renaming a sublib) reserved for when the system is down for an upgrade of software, hence the rename. When this problem occurs, it delays bringing the system back up until the problem is resolved. As a service organization, this costs money as customers drop off the line waiting to place orders.
