POWER should be able to
format more than one new extent at a time during a warm start. We're migrating
to VSE 2.6 and want to add 31 additional volumes to IJDFILE but POWER won't
allow us to format more than one at each warm start. When we try to format 31
extents (volumes), we receive message 1QD1A, RC=001.

Cold starting 32 volumes takes over 5 hours. We
are a large bank and when we cut over to VSE 2.6 we can't be down as long as it
takes to format all of those volumes.

Remove the one-extent-at-a-time restriction.
