For my company, avoid the labor cost of having
to do massive JCL changes and creation of new EPIC dataset names in order to do
a tape to disk migration to improve batch processing performance. For BIM, make BIM-EPIC functionally
consistent with its documented support for tape and disk device independence.

Modify BIM-EPIC to allow EPIC datasets that
have versions that were created as tape subdatasets to also have versions that
reside on disk.
