Adding a phase to SVA is a
performance option, but sometimes the loaded phase can not be used from the
SVA. For example the phase is not realy reentrant, the phase is marked as AMODE
31 (which caused it to be loaded into SVA31) but has an AMODE 24
instructions. In both cases the phase
can be executed if loaded into the partition.
Once loaded into the SVA there is no official method
to delete it.

In the situation described above the official
method is to do an IPL, a costly
option.

Add a DELETE
option to the SET SDL command:

1) the DELETE
option should use the logic employed today with reload to SVA of phase which
does not exist in current LIBDEF, i.e.
mark the SDL entry as not usable and leave the phase in SVA storage.
2) Since some
vendor products keeps pointer to the loaded SVA phase add a warning to use this
option with caution.
