Copying a member or whole library to a new location using LIBR changes the time stamp of each member.

Currently the only way to keep the time stamp is to copy the library

to a cartridge using BACKUP and then doing a RESTORE with DATE=OLD.

Currently, if a library should be copied to a new location, the proper way to do it is via a tape. Which means: unnecessary tape, manual operator intervention and possible human error.

Add a DATE parameter (like in the RESTORE statement) to the COPY statement.
