independence of using DCB is available to COBOL, but not to Assembler.

Currently Assembler programs require additional
coding and maintance when Operations want's to change the blocking factor or
storage media (DASD/TAPE).

Staffing cuts are forcing us to be unable to
respond to such requests which is causing inefficianciesinefficiencies in
